The main concern of the Local Agenda 21 Plus is to foster a sustainable development on the district and city level. Through projects on a local level and the effort to include all concerned groups and stakeholder economical, ecological, social and cultural aims shall be tackled equally. The following strategies help to master the balance act between the district and the city level, between participation and central government, between an openess for various topics and holistic public relation activities.


  • Further development of good governance processes
    The participation of all relevant actors and groups is an explicit goal of the LA21 Plus. This means for instance, that beside citizens, politicians and members of the citiy administration, representatives of the economical sphere and from institiutions like NPOs and NGOs shall be included in the process of project development and execution. Beyond that the forms of participation are extended to reach new population groups. This embraces digital forms of participation like Blogs and more flexible forms like a citizen-council.
  • Mixture of bottom-up and top-down approaches
    On the one hand citizens are invited and ecouraged to bring in their own topics. On the other hand there are thematical impulses in the fields of "Sustainable mobility and public space", "Urban quarters for old and young" and "Intercultural dialogue". They allow a stronger connection of LA21 Plus projects to city programs and policies. Accordingly citizens working on local projects can profit from the stategies and ressources of this programs and reach a broader publicity.
  • Public relations and communication
    Additionally to the efforts on the district level the task of public relations is extended on to the city level. The aim is to draw more attention to activities/projects in the districts and to inform the city administration and government about interesting developments on the local level.
  • Competence development, knowledge transfer and knowledge marketing
    Sustainable learning and the development of competence shall be fostered for all participating actors. Therefore more external knowledge is brought into the LA21 process and the transfer of knowledge between the districts is advanced. The aim is to systematically gather information and know-how within certain thematical fields and to make it visible and accessible.
